Hello people, 

May be you should have a look at the Estonian Digital ID. I use their ID-card for years now and its a great and trustable way to use online banking, among many other services.

The platform is robust enough to allow some very interesting apps on top for additional mobile verification, such as Smart-ID: 
https://www.smart-id.com/

I know, all of this is not decentralized and has nothing to do with reputation. But I can tell you: the combination of those 2 tools is the safest way to validate bank account ownership and management. May be that´s the path to follow for this specific need.
