Agree -- I think we can say any fiat method that's not _cash-based_ will need to be limited. Zelle in the US is hard to reverse, perhaps like Faster payments in the UK, but accounts can still be stolen. 

So face-to-face is good (like Manuel said) but also other cash-based methods like money orders, MoneyGram, Western Union (via cash), etc should not be subject to any of these limits either. 

All others would have to be, I'm afraid (except for low amounts, which I agree is a good idea).
