[bisq-network/bisq] User experience: add "Make a payment" before "Payment started" button (#2780)

For a new user,  "Payment started" button without any clarification may be somewhat confusing. It is good that once you press it, it asks you if you have made a payment or not, but maybe it would be better if there was some instruction before that button, such as "Start payment".
