[bisq-network/bisq] Withdrawal not propagating, funds not accessable per cmd-e (#2778)

Emergency tool shows empty wallet. This is because 0.2 BTC are on the way (closure of deal by arbitrator) but the app isn't seeing because I don't get connection to the Bitcoin network anymore. This is the message I get when starting the app:

If I start the app in another instance like "./Bisq -appName=XXXX"  I don't get errors. So it's about to save the funds.
