[bisq-network/bisq] Withdrawal not propagating, funds not accessable per cmd-e (#2778)

This perfectly worked, funds are moved. Thanks a lot!

Help to bisq:
- Bisq version v1.0.1
- Used the app for many trades already without any issues, suddenly no Bitcoin transfers propagated into the network anymore ("seen by 0 peers"). This was permanently, as well after restart of app and for both withdraw and deposit/fee transactions. I never used the standard BTC nodes, I worked connected with two own BTC nodes. So my assumption was that my nodes have an issue. I switched to the standard setting and connection with the 8 BTC nodes worked fine. But it didn't change the behaviour, still no outgoing BTC transactions possible. When I use the app with a new data dir "-appName=NEWbisq", everything works fine. 
- The zip of data dir has over 130MB. For privacy reasons I don't want to upload here. Assume your gmail address isn't allowing. Is private message possible here in github so we can agree where to temprary upload?
