[bisq-network/bisq] Allow for input of custom addresses and amount on payout transaction (#2642)

It recently occurred to me that these suggestions aren't enough to allow for a loan of bitcoin to nocoiners. It would be the case if the trade got triggered at the "Take offer" screen after one has scanned the qr-code and sent the funding transaction. But at present, Bisq still allows the user to cancel the trade after this step.

The other pros for the suggestion remain intact.
