[bisq-network/roles] Transifex Admin (#20)

**Bisq-desktop:** We had a huge spike in translation activity in July due to inflow of several new contributors. We now have Chinese, French, German, Portuguese, Russian and Spanish fully translated. We also launched a [bounty](https://github.com/bisq-network/proposals/issues/104) to transtale the Bisq software into Japanese, and the translation is now 80% complete.

**Bisq-website:** The activity keeps increasing. Chinese, Portuguese Spanish and German are now fully translated, French and Persian are nearing completion.

**New Translators:** Five new people joined the Chinese, Japanese and German teams. We are still actively looking for Vietnamese and Thai translators.
