[bisq-network/proposals] Testing Bisq (#105)

After the testing tools have been settled on in #74, it is time to create a roadmap for upping the test coverage of Bisq.

- top-down approach: get (very) high-level testing framework up and running
- bottom-up: create unit tests for every new piece of code
