[bisq-network/compensation] [WIP] For Cycle 4 (#326)

## Summary

This compensation request covers work [delivered](https://github.com/bisq-network/proposals/issues/19) since the previous voting period ([for cycle 3](https://github.com/bisq-network/compensation/issues/309)) up until a few days prior to the end of the cycle 4 proposal phase, between 2019-07-09 and 2019-08-07.

Since the BSQ market is still new and undergoing price discovery, this request still assumes 1 BSQ == 1 USD.

## Contributions delivered

- **Setup seed node.** I took ownership of seed node jhgcy2won7xnslrb. `[200 BSQ]`
