[bisq-network/bisq] Node becomes unresponsive causing all peers to be dropped (#3143)

I've been seeing this happen on my production desktop macos app, which is fully synced and usually very well-connected to many P2P peers, as well as my development Linux app, and I believe it's also happening on my production seednode 😓

To be clear, the warning message that all P2P peers has been lost does appear each time.
