[bisq-network/bisq] Offer Automation to migrate funds to segwit once its implemented (#3147)

Looking at #1139, it would be great if bisq would set the default adress type to bech32 and offered a method to automatically migrate your funds from non-bech32 adresses to bech32 with the lowest possible fee. A migration would be cheap and without manual intervention.
