### Description

When agreeing to a mediated payout, an error message is displayed saying it failed. Logs indicate a precondition failure in checkWalletConsistency.

#### Version

548a21775

### Steps to reproduce

Working on a repro now, but here is the general workflow. See screenshots for the list of transactions and orders.

Alice - fullDaoNode | Bob - non-fullDaoNode
1. Start localnet cluster
2. Run TestPad test case `Arbitration/Support Process: 002`
3. Run TestPad test case `Arbitration/Support Process: 009`
4. Restart (Alice & Bob) & SPV resync Bob to clear up existing depositTx errors #3721
5. Run TestPad test case `Arbitration/Support Process: 0016`
4. See failure when trying to take accept mediation on Alice

<!--if you can reliably reproduce the bug, list the steps here -->

### Expected behaviour

Accepting mediation works and proper txns are broadcast

### Actual behaviour

Error popup, log errors, and failures.
