### Description

When the mediator node is down, Bob (the party that did not request mediation) receives a notification that mediation was started, but no ticket is available in his UI.

#### Version

c2e8806d1

### Steps to reproduce

1. Start a localnet cluster
2. Add mediator/refundagent
3. Take down mediator node
4. Start dispute from Alice
5. See that only Alice has ticket information for dispute
6. Restart Bob
7. See that Bob receives a notification that a dispute was started, but he is unable to see any information about the dispute through his Support tab

### Expected behaviour

Either:

1) Bob receives no information about the dispute until the mediator restarts

OR 

2) Bob receives all information about the dispute even with the mediator offline
