I think might be a matter of how much debating needs to take place and also the timeliness of the issue.
Case A: If it's say a very important proposal that needs to be addressed in couple days and also needs agreement between 10 people then a keybase chat seems a bit more appropriate (assuming a video call is out of question) Then the outcome of the keybase "debate" can be "archived" into github.
Case B: If it's a long term discussion and also of an issue of less importance, the github can be used.
Now that I think about it - I kinda like the idea of using keybase as a more lean communication system and then using github to archive/document the summary and action points.
Just my 2 lightning sats..
