[bisq-network/bisq] Add Makefile for automating localnet setup (#3718)

I think I've addressed pretty much everything in the feedback thus far and there's been multiple reports of things working as expected, so I think this initial cut is ready for a merge. @ripcurlx, your ACK is the required one. I know you were having some kind of issue with the Makefile on your side, I'd be happy to help you with that if you want to get it sorted before the merge.

Thanks again to everyone. The feedback has really helped improve and harden this.
