[bisq-network/bisq] Add transient tx map to DaoState to speed up getTx queries (#3773)

Just did a quick comparison of the effect that changes have when displaying the DAO vote results.

With current master the `doFillCycleList` in VoteResultView takes 11 sec. he first call (it gets cached afterwards in the view). With this PR it only takes 60 ms! 
Well done!!!!
