[bisq-network/proposals] Add additional fields to PRs and Commits to streamline reviews, merges, and releases (#145)

The two week comments period for this is up. I'm not exactly sure which of this made it to actual changes, but some of the ideas have been integrated.

There is still a lot to improve upon, but this might not be the best time to overhaul the Github usage. My original intention of increasing awareness of the current state and suggesting changes based on my past experience and other open-source projects is complete so I am marking this closed as to not pollute this repo any further.
