### Description

To enable the possibility of opening disputes for settled trades i

###  Goal

1. Handle chargebacks or other disputes after the trade is settled through mediation channels instead of handling it at the discretion of the users (support channels or public forums).

2. To speed up the process of blacklisting in case a real chargeback occurs.

### UX and UI impact overview

1. Inform the user about the possibility of opening a dispute after a successful trade (with a don't show again checkbox) by opening the info popup of the conflicting trade in the Portfolio / History tab.

2. Enable the Ctrl+O shortcut on the info popup of the conflicting trade in Portfolio / History Tab and/or display a button in this popup screen with the text: "You got a chargeback after the trade was settled? [Get Support]"

3. Update the [Trading Rules Document ](https://docs.bisq.network/trading-rules) accordingly with this new feature.

(Maybe enabling the chat between traders before opening the dispute should be discussed in a separate issue / proposal)
