[bisq-network/bisq] Backup, restore and create a new onion address via GUI (#3044)

Regarding scenario 15 above, the restore and restart will proceed when using an invalid backup file without any error indication to the user, and it will create a new onion address. This seems like a concern in case the backup had become corrupted - the user is unaware and may not realize the address was not actually restored. Can it validate the backup file prior to restore/restart?
