[bisq-network/bisq-explorer] Rewrite nginx.conf (#11)

* Start with a fresh default nginx.conf
* Just serve static files from web folder
* Rely on certbot for all SSL settings
* Set cache time to 10 seconds for all requests
* Enable gzip compression for faster loading
