The problem is that if a chargeback is requested, the recipient bank might not send the funds back without the beneficiary consent, but it can close his account right away.  Most banks won´t tolerate more than 1 or 2 chargebacks.   

Regarding the chargeback problems we had back in April, I wouldn´t be that sure that 2FA protected bank accounts were not compromised.   Moreover, there are 2FA methods that are easily overriden by scammers, such as SMS codes.
