[bisq-network/proposals] Encourage usage of Bonded Reputation by calculating a score for all offers (#138)

I have followed the discussion and I think there is some merit to the proposal. The drawbacks seem to balance that out in favor of not going down this route though. I think the money would be better spent elsewhere. The main arguments against for me are:
- The risk of split of liquidity would be bad. Worse might be the push to force the users to put up a bond in such a case, which has privacy implications. Privacy is hard but I think it's one of the core tenets of Bisq so it's not worth compromising.
- Users don't read documentation. If there is a star rating (or any similar indication) it will be treated as a guarantee by many users. This would reduce the effectiveness of our other safety mechanisms, including basic human instinct to be careful in this kind of environment.
