[bisq-network/proposals] Increase security deposits to avoid future trades and mediation. (#155)

If we want to prevent future trades, seller should have min-max values too instead of a fixed value. This way, if buyer as maker expects high volatility, she can protect herself.

I propose 15% min & default, 50% max.
