This issue is up to date and important. "Stolen" bank accounts will be very rare from 2020 and onwards, hence friendly chargeback is the everlasting risk that cannot be avoided. One can easy conclude that current "account signing" is not in line with the banking development but seems more of a delusional security measurement.
