[bisq-network/bisq] Add seednode installation script (#3815)

Now you can setup a Bisq Seednode with just one simple command!

If you want to test this PR before merging, you need to modify
```
BISQ_REPO_URL=https://github.com/bisq-network/bisq
BISQ_REPO_NAME=bisq
```
to be
```
BISQ_REPO_URL=https://github.com/wiz/bisq
BISQ_REPO_NAME=add-seednode-installer
```
