[bisq-network/bisq] Use USD and EUR from BitcoinAverage local (#3831)

Nit: please do not copy and paste the entire call chain in the if/else. Branch logic only to capture the correct correct query string parameters in a variable. Or better yet, use another `{template-var}` in the query string and  replace it with the correct value using `buildAndExpand` as has already been done with `{symbol-set}`.
