[bisq-network/proposals] Implement budgeting and improve reporting (#158)

I agree with the general idea of the budget above...we need hard (harsh?) caps. Numbers above are a good starting point...maybe exact numbers are best left to a discussion.

As a general comment, growth is what's going to get us out of this pickle—there's no way around it—so we need to get serious about it. We've been brainstorming growth strategies over the past couple of weeks, and as it turns out, a couple of promising growth-minded contributors have dropped by in recently, so I'm hoping to start implementing in early January.
