[bisq-network/roles] Bitcoin Node Maintainer (#66)

@sqrrm @ManfredKarrer I can take the secondary role, what I lack from the document is how is the proper version of bitcoind shared and how is the confederation bitcoin nodes status "looked over" by this role.
