[bisq-network/bisq] Support for Bitcoin Bech32 SegWit addresses (#1139)

@ManfredKarrer I offered @schildbach help with bech32 sendability and he updated me that " The "send to bech32" is in there, [bitcoinj master branch] since over a year now." So I tested Bisq, but it cannot send to bech32. I am confused. What is going on here?
