The problem is in https://github.com/bisq-network/bisq/blob/67b255562fb88fafd85695012a3dd690f54e8dd1/desktop/src/main/java/bisq/desktop/main/offer/MutableOfferDataModel.java#L505-L510

This is called when the show pay funds screen is displayed, but the requestFees listener is triggered later and doesn't update the static content created before (popup and info popover). That is the reason why we see different values right now.
