[bisq-network/proposals] Host downloads on self-managed server (#72)

It also makes me think that we should be taking regular backups of issues, particularly proposals and compensation requests. And when it comes to compensation requests, I keep thinking that we should be entering/referencing them elsewhere otherwise the links will become invalid if we switch platforms at a later date. Since I assume it would be beneficial to be able to lookup details about past compensation requests at a later date.
