[bisq-network/proposals] Host downloads on self-managed server (#72)

gitlab is an alternative to github, and can be self-hosted.
And I think I remember that they have some tools to do github<->gitlab transfer.
However, it's of course quite some demanding work.

Archiving **open source code** seems a very natural concern. (Quite easy with github where we just clone/fork what we want.)
Compensation requests touches on contributors **privacy**, it seems me a quite different thing.
