[bisq-network/bisq] Increase trade limit. Make trade limit a DAO parameter (#2413)

I just tried to do a trade on Regtest and it failed because it was somehow mixing up my fiat and altcoin limits.
This shouldn't happen for my 2 BTC Altcoin trade.
