[bisq-network/proposals] Host downloads on self-managed server (#72)

@HarryMacfinned Anonymity is supported and need to be done via an anonymous Github account. As soon it is on Github or also in the Bisq P2P network it is public and not storing it does not mean that others cannot store it. 
Transparency and accountability is important and having an archive of past requests is part of that.

For proposals we have already some template (both proposal and comp requests). Those can be adjusted to the needs for making archiving easier.

Could you create a new proposal for that archiving task, which is specially focussed (limited) to the DAO aspects? This proposal started with another topic and better to not mix those 2. 

I don't have much time to think more about the best approaches here, but I feel it would be better to use pull requests instead of issues and the merging could be done by a maintainer after voting. Maybe that could be automated later when DAO API is available, so proposla tx and vote results could be added automatically.
