[bisq-network/bisq-docs] Add cli and btc instructions to user guide (#113)

Users need to request BTC and BSQ with the new regtest environment, not just BSQ.

I also added instructions for people to run Bisq in test mode through the command-line.

Lastly, I fixed some anchor links that changed with previous edits.
