I think it is some local issue on your side as we have not got other reports.

You said you have tried with a complete new data directory (new opion and new wallet)? If not please try that. If you have a chance to try from a different network (other internet provider) that would be interesting as well to see if it changes anything. Maybe just use a mobile hotspots for instance. Or try VPN if u have any. We have seen cases where suddenly Tor did not work anymore and it was somehow related to the IP or provider. Not sure what was the case really but at least it worked over VPN in such cases.
