[bisq-network/bisq] DAO lite node does not get blocks after connection loss (#2201)

If all connections are lost a lite node does not get the missing blocks. Once receiving a new block but a intermediate block is missing it cannot build on top of the last block as one (or more) are missing.
We need to re-do the block request in such cases.
