[bisq-network/bisq] Unexpected warning message on lack of BTC in DAO (#2268)

When I wanted to make a proposal, a warning message appeared after I pressed the "Make proposal" button saying that I don't have sufficient BTC. It was not mentioned on the page that I needed BTC, only 2.00BSQ.

The warning window should contain info on why BTC is needed. For instance, "You need to pay a miner's fee in BTC apart from BSQ when making a proposal."
