[bisq-network/bisq] Add issue template for new assets (#2320)

[For the new guidelines on new asset listings](https://github.com/bisq-network/proposals/issues/67), which allows requests for new assets to be issues instead of pull requests.

It seems non-default GitHub issue templates must be linked...they cannot be chosen through the GitHub interface. The link to this one is on the revised doc.

This PR should be merged with this one.
