[bisq-network/compensation] Update issue template to reflect bisq dao launch (#288)

We discontinued the compensation maintainer role a while ago here: https://github.com/bisq-network/roles/issues/31#issuecomment-489288463

Archiving that repository and updating all references to it was overlooked though.

Anybody with admin rights to the bisq-network org can archive the repo (and merge this final PR).
