no, honestly, Grafana might not be the correct tool to get such a metric as it compresses data over time. I have set up different ways of getting such a metric [here](https://monitor.bisq.network/d/G0Mk_uIWk/seednode-uptime-playground?orgId=1) and I am not particularly happy with them...
