[bisq-network/bisq] The timezone and time standard (#2971)

Sorry for the delay. I refer to "flag" in the code and not command line. But I believe the time reported under Cycle column in DAO > GOVERNANCE > VOTE RESULTS is UTC. How do I get to the DAO Genesis Transaction? That is apparently not reporting UTC.
