[bisq-network/bisq] Add a shortcut list under Settings (#2782)

List of commands:

* Ctrl+b - BSQ emergency tool
* Ctrl+e - wallet emergency tool
* Ctrl+f - Edit filter list
* Ctrl+g - Emergency Multisig Payout tool
* Ctrl+j - show public and private keys
* Ctrl+m - update prompt
* Ctrl+o - open trade dispute/support ticket. Only works under Portfolio > Open Trades
