[bisq-network/btcd-cli4j] Use only localhost for block notify port (#5)

as a heads up, this PR which was merged a few days ago makes the port configurable: 
https://github.com/bisq-network/bisq/pull/2983

Agreed that the default behavior should be localhost, and that is what currently (should) happen if rpchost is not set. To be more precise, in that case the rpchost is set to 127.0.0.1
