The plugin is a bridge to the SASS/Compass interpreter, it basically runs Compass on the SCSS sources.  

It was introduced in order to break up the monolithic CSS code into smaller, modular chunks and make the color scheme definitions configurable (so that more themes can be added with relative low amount of effort).
