I still like the most the clock in different colors.  I suggest a yellow clock for the first state, a white or gray clock for the second state, and a green clock for the third state (maybe substiting the clock hands by a checkmark that exceeds the clock circumference).  Something like this (but not as ugly as this):

>From a onboarding UX perspective, probably the most important thing is to easily spot accounts that have the ability to sign, so new users can find them and get signed by them. IMO the green color will do most of the communication.
