If the Bisq software will be challenging to adapt for this purpose, how about something else? 

I've been thinking of setting up a [Scuttlebutt](https://github.com/ssbc) pub server as an experiment to maybe start moving the Bisq "community" away from Twitter to more resilient place(s). 

Maybe it could work as a censorship-resistant medium to post offers without escrow, deposits, fees, etc?

Scuttlebutt is a peer-to-peer social network where all data is stored locally and only transmitted to peers through local networks, Bluetooth, and "sneakernet" by default. "Pub servers" help transfer data over the internet—they run the same software as regular peers, just on always-on servers with public IPs. They have no additional powers over regular peers. Anyone can set up a pub server. "Accounts" are just locally-generated key-pairs.

Such a network would be very hard to censor. It's not federated (e.g., like Mastodon). If a pub server goes down, someone (anyone) can just make a new one. All data is stored locally, so peers would quickly replicate their data to the new pub with minimal disruption.

My idea is that perhaps we could start using the Scuttlebutt network as (1) a forum for face-to-face Bitcoin buy/sell postings and (2) medium for Bisq updates, communication, etc like we use Twitter. Moving people to a new social network is a Very Hard Thing, but (1) gives them a solid utility. Maybe no one will care about (2) and just uses it to arrange face-to-face trades. Fine. At worst, neither (1) nor (2) will work—still, no wasted developer time, and lots of insights gained.

Spam could be handled (at least in the beginning) by making pub servers invite-only. You could only allow access to people who give you their public keys in-person at meetups, etc.

I've been in touch with one of their core developers and could probably get a pub server set up this weekend, so it could possibly be ready to go before @jmaurice's meetup on Wednesday (if desired). I've floated the idea of setting up a Bisq presence on Scuttlebutt on Twitter a couple of times and gotten warm reception. It seems a bunch of the Scuttlebutt contributors are fans of Bisq too.

Short-term: establish hard-to-censor forum for buying/selling Bitcoin face-to-face; Bisq contributor runs 1 pub server for offer replication (as experiment)

Medium-term: it works, spreads to other regions; people in key regions across world run pub servers for offer replication and overall resilience

Long-term: spillover to Bisq for those who want more safety / convenience than that offered by face-to-face trades
