[bisq-network/bisq] Bisq Doesn't Sync After Restoring from Backup (#2833)

It only let me even try to import when I used a legacy option. I believe I
described them above. None of them were successful unfortunately, and I
tried all 3 that were available. It just said Synchronizing and never
appeared to make any progress.
