[bisq-network/bisq] Add visual indicator that a pending vote reveal transaction needs to be published in upcoming reveal phase (#2484)

When a user publishes their blind vote, there is a popup informing them that they need to be online during the vote reveal phase (see #2292). But it would be nice to also have a visual indicator that there is a pending vote reveal transaction. That way the user is constantly aware of it and reminded.
