[bisq-network/proposals] Removal of money orders (#75)

I've had one such case, involving US Postal Money Order, which still is not finished many weeks after the trade. One may have a policy that it is the receiver that loses his money if the MO is stolen since it is the receiver that can give the MO to his friend and claim it was stolen. I don't know how these cases are treated by the legal system in the US since the problem is not related to Bisq. The instructions for MO should make it clear that the receivers name must be written on the MO and note the danger of using them. The use of MO should also be reviewed by someone who has used them, which I have not.
